This article examines the African Commission on Human and Peoples' Rights' approach in communications from the perspective of how international and regional human rights norms and practices are incorporated into the African system for the protection of human rights. The question underlying this theme is whether the regional specificities of the African Charter of Human and Peoples' Rights, which is the basis of the African human rights system, limit individual rights, which are the basis of universal human rights. In order to examine this point, the main focus of this article is to identify the quasi-judicial functions of the African Commission, and then specifically take up the communication(Kenneth Good v. Botswana(2010)) to identify how the Commission incorporates international and regional human rights norms and practices in its proceedings.
