本研究では，防災に関わる政治的判断を所与のものとして受け入れ，それを実現する資質・能力を育成するのではなく，その判断自体を相対化し，より公正に適う政策を構築していくことが，民主主義社会における市民的資質・能力の育成にとって重要であるという考えに立ち，防災教育のあり方を提案した．
